Özet

The March 12 Memorandum" holds a prominent position in the political history of Turkey. Unlike previous periods, one of the most significant foreign policy matters that the Nihat Erim's supra-governments (a former CHP member) faced was the prohibition of poppy production. The American officials wanted to contact with the Erim Government as they were of the opinion to take control of drug addiction in the United States since the time of Prime Minister Suleyman Demirel. The Erim government, confronted with major problems in domestic politics took the decision of banning poppy production with the support of USA both hoping to alter the negative perceptions towards Turkey and supplying alternative employment for poppy producers. However; Nihat Erim, though he targeted to solve ongoing problems and open new investment areas in the field of poppy production, couldn't find the change of reaching the target in his short government period. It is of importance that neither the president Cevdet Sunay nor the high military officals opposed to the decision of Erim government. The poppy production which was considered to have been banned by the consensus of high officials during 12 March Period resumed after the return to the democracy.
