Basın izlediği yayın politikası ile Türk siyasi hayatının algılanmasında ve yorumlanmasında önemli rol
oynamıştır. Tek parti döneminde tek sesli bir basının varlığı söz konusu iken siyasi partilerin çeşitliliği
ile basın yeniden şekilleneceği bir döneme girmiştir. Çok partili hayata geçişle birlikte canlılık
kazanan siyasi hayata yayın politikası ile renklilik katan basın, kamuoyu oluşturma aracı olarak
değer kazanmıştır. İzmir yerelinde muhalefetin yeniden şekillendiği dönem içinde, 12 Nisan 1946
yılında İzmir gazetesi kuruldu. 25 Aralık 1946 tarihi itibariyle Demokrat İzmir gazetesi ismiyle yayın
hayatına devam eden gazete, muhalefetin sesi olarak varlık göstermiştir. Demokrasi rejiminin işlerlik
kazanması için tek parti rejimine karşı çıkan bu muhalif tavrın bedelleri olmuştur. İzmir yerelinde
yükselen Demokrat İzmir gazetesinin muhalif söylemleri DP’ye karşı kamuoyu oluşturmada etkin bir
rol oynarken izlediği yayın politikası ile CHP iktidarının yakın takibine girmiştir.
Demokrat İzmir gazetesi kurulduğu ilk günden itibaren, kurucuları, yayın kadrosu ve izlediği yayın
siyaseti ile 1955 yılının sonuna kadar Demokrat Parti’nin yarı resmi yayın organı gibi faaliyet
göstermiştir. Gazete ve iktidar arasındaki ilk kırılma 1950 yılında ortaya çıkmıştır. İlerleyen
süreçte DP İzmir yerel yönetimi ile arasında yaşanan gerginliğe DP’nin muhalefet tanımaz tavrı,
antidemokratik kanunları, partinin tüzük ve programından uzaklaşması gibi nedenler eklendi.
Demokrasi mücadelesinde rejimin işlerliği için destek verdiği DP’nin antidemokratik faaliyetleri
neticesinde Demokrat İzmir gazetesi artık iktidara karşı çıkış olarak muhalefet bayrağını yeniden
eline aldı.
1955 yılının sonlarından itibaren DP iktidarına muhalif tavrı ile başkaldıran Demokrat İzmir
gazetesinin Türk siyasi hayatına yansıması, izlediği yayın politikasıyla kamuoyu oluşturma çabası
içerik analizi ile ortaya konmuştur. Muhalif bir basın olarak dönemin siyasal, sosyal ve ekonomik
sorunları muhalif bir gazetenin gözünden ele alınmıştır. Gazetenin muhalefete geçmesi ile iktidar
tarafından uygulanan baskılar dönemin basın tarihini anlamamız noktasında ışık tutmaktadır.
Demokrat İzmir gazetesi basına getirilen yayın yasaklarını bir şekilde delerek yayınlamıştır. Yayın
yasağına uymadığı gerekçesi ile hakkında davalar açılmış, zaman zaman sayfaları toplatılmıştır.
İktidarın baskı gücünü elinde tuttuğu bu dönemde gazeteye yönelik baskı uygulamaları bunlarla da
sınırlı kalmayıp, resmi ilanları kesilmiş, kâğıt sıkıntısı yaşamış, matbaası yakılmıştır. Sivri dili nedeniyle
kapatılmasına karar verilmiş, basın mensupları hapse atılmıştır. Bu yönüyle gazete hem CHP hem
de DP iktidarı tarafından kapatılan nadir basın organlarından biri olmuştur. Kısacası Demokrat İzmir
gazetesi muhalif bir basının başına neler gelebileceğine yönelik örnek teşkil etmektedir. Deyim
yerindeyse Demokrat Partilerce tam bir baş belası olan Demokrat İzmir gazetesi izlediği yasak tanımaz yayın politikası ile o dönemde İzmir’de en çok okunan gazetelerden biri haline gelmiştir.
Ayrıca İzmir’de dönemin iadesi en az gazetesi olmuştur.
Demokrat Parti iktidarının antidemokratik uygulamaları sonrası 27 Mayıs 1960 yılında askeri
müdahale gerçekleşti. Demokrat Parti iktidarından en çok zarar gören gazetelerden biri olarak
Demokrat İzmir 27 Mayıs’ı kurtuluş olarak görmüştür. 27 Mayıs hareketinin İzmir’deki savunucusu
olan Demokrat İzmir gazetesi müdahale ile birlikte DP iktidarına karşı vermiş olduğu mücadelede
kendini başarılı gördü. DP lehine konuşmanın yasak olduğu 1960’lı yıllarda Demokrat Parti’yi
neredeyse her gün sert bir dille eleştirerek müdahaleyi haklı göstermek ve halka mal etmek için
çaba göstermiştir. Yassıada davalarından biri olan Demokrat İzmir Gazetesi Davası’nın devam
ettiği günlerde Demokrat Partililerin idamı edilmesi için kamuoyu oluşturma gücünü kullanmıştır.
Duruşmaların yapıldığı dönemde izlediği sert yayın siyaseti ile adeta DP’den intikam almıştır.
Yassıada davalarının bir an önce karara bağlanıp siyasi mahkûmların idam edilmesi gerektiğini
savunur. Nitekim davaların uzun sürmesi ile müdahalenin halk nazarında meşruluğunu kaybedeceği
fikrindedir. Yassıada duruşmalarının sona erip idam kararlarının alınmasına ise “bir varmış, bir
yokmuş” deyimi ile yorumlamıştır.
The media plays an important role in the perception and interpretation of Turkish political life with the press policy that it follows. While there was a monophonic press in the single party period, the press has entered a period which the press will be reshaped with the diversity of political parties. The media, which enlivened political life with its broadcast policy that gained vitality with the transition to multi-party life, gained value as a tool for public opinion creation. Izmir newspaper was founded on April 12, 1946, when the opposition was reshaped in the local Izmir. The newspaper, which continued its publication life under the name of Democrat Izmir newspaper by 25 December 1946, existed as the voice of the opposition. It was the wages of this opposing attitude that opposed the one-party regime in order to have function for the democracy regime. While the dissident rhetoric of the Democrat İzmir newspaper, which rises in the local area of İzmir, was playing an active role in forming a public opinion against the DP, it was closely followed by the CHP government with its publication policy. Since the first day of its establishment, Democrat Izmir newspaper has operated as a semi-official publication of the Democratic Party until the end of 1955 with its founders, editorial staff and the publication policy it has followed. The first break between the newspaper and the government occurred in 1950. In the following period, reasons such as DP's non-opposition attitude, antidemocratic laws, and the departure from the party's charter and program were added to the tension which experienced with DP Izmir local government. As a result of the antidemocratic activities of the DP, which the regime supported for the fight against democracy, Democrat Izmir Newspaper has regained the flag of opposition as an opposition to power. The reflection of Democrat Izmir newspaper to the Turkish political life, which has been revolting with its opposition to the DP government by the end of 1955, has been demonstrated with the content analysis through its publication policy. As an opposing press, the political, social and economic problems of the period were addressed through the eyes of an opposing press. The pressures exerted by the government with the passage of the newspaper have shed light on our understanding of the press history of the period. Democrat Izmir newspaper has perforated the publication bans which were brought to the press. Lawsuits were filed against it on account of the fact that it did not comply with the publication ban, and its pages were collected from time to time. During this period, when the government held the power of repression, the printing practices for the newspaper were not limited to these, their official advertisements were cut off, they had a paper shortage and the printing press was burned. Because of its sharp-tongue, the press was decided to close, and members of it were imprisoned. In this respect, the newspaper has been one of the rare press organs closed by both the CHP and the DP government. To sum up, Democrat Izmir newspaper has been an example for what will happen to an opposition press. So to say that Democrat Izmir newspaper, which was a complete nuisance according to Democratic Parties, became one of the most read-newspapers with its banned publication policy at that time in Izmir. In addition, the least-refund of that period was the newspaper in Izmir.
The antidemocratic practices of the Democratic Party government were resulted as military
intervention on 27th May, 1960. Democrat Izmir that was one of the newspapers that suffered
the most from the Democratic Party government accepted 27th May as its salvation. Demokrat
Izmir newspaper, which was the defender of the 27th May movement in Izmir, has succeeded in
its fight against the DP government with the intervention. In the 1960s, it struggled to justify the
intervention by hardly criticizing the Democratic Party almost every day and make it public. During
the days of the Democrat Izmir Newspaper Trial, which is one of its cases in the law, it was used
the power of public opinion to execute Democratic Party members. It took revenge from DP with
the hard publication policy that it followed during the trials. It argues that Yassıada cases should be
decided as soon as possible and political prisoners should be executed. As a matter of fact, it is the
opinion that the intervention will lose its legitimacy in the eyes of the people with the long duration
of the cases. It has been interpreted with the statement of “there was one, or not one” for the
ending of Yassıada trials and making the execution decisions.
