The collective motion of conduction electrons, which are treated as a fluid, is described by the Navier-Stokes and Maxwell equations. The presence of electric and magnetic fields is accounted for and Ohm's law is generalized. The geometry dependent effective conductivities and Hall coefficients are calculated for circular cylinders and plates. The results are in good agreement with size effect experiments.
