Bir ülkede kentsel
konut sunum biçimleri ülkenin kentleşme hızı, arsa değerlerindeki değişme,
konut finansmanı sağlayan kuruluşlar, konut üreten girişimcilerin özellikleri,
yasal düzenlemeler, teknolojik gelişmeler gibi faktörlere bağlı olarak
oluşmaktadır. Bu faktörlerin zaman içinde değişmesi durumunda da yeni konut
sunum biçimleri ortaya çıkmakta veya var olan konut sunum biçimlerinin konut
üretimindeki payı değişmektedir. Konut yapı kooperatifleri yoluyla konut sunumu
da Türkiye’de 1930’larda ortaya çıkmıştır. Kooperatifler, 1960-1970’lerde
Sosyal Güvenlik Kuruluşlarının kredi desteğine uygulamalarını sürdürmüşlerdir.
Konut kooperatifleri Türkiye’de Toplu Konut Yasaları ve Toplu Konut Fonu
desteğinde 1980’lerin ikinci yarısında etkinliklerini artırmışlardır. Bu
etkinlik, ruhsatlı konut sunumu içindeki paylarını %30’lar düzeyine
yükseltmiştir. Ancak, zaman içinde değişen fon yapısı ve değişen yasalar
doğrultusunda ve öncelikler nedeniyle ruhsatlı konut sunumu içindeki payları
1990’ların ikinci yarısından sonra düşmeye başlamıştır. 2000’lerde etkinlikleri
iyice zayıflamıştır. 2010’dan sonra düşüş hızlanmış ve 2020 yılında %1’lere
kadar inmiştir. Bu makale, Türkiye’deki konut kooperatiflerinin konut sunumu
içindeki paylarının değişme sürecini incelemekte ve halen içinde bulunduğumuz
duruma ilişkin değerlendirmelerden sonra önerilerde bulunmaktadır.
The forms of urban housing supply in a country are formed depending on factors such as the rate of urbanization of the country, changes in land values, institutions providing housing finance, characteristics of entrepreneurs producing housing, legal regulations, and technological developments. In case these factors change over time, new housing supply forms emerge or the share of existing housing supply forms in housing production changes. Housing provision through housing cooperatives also emerged in Turkey in the 1930s. Cooperatives continued to apply to the credit support of Social Security Institutions in the 1960s-1970s. Housing cooperatives increased their activities in the second half of the 1980s with the support of Mass Housing Laws and Mass Housing Fund in Turkey. This activity increased their share in the licensed housing supply to 30%. However, their share in the licensed housing supply started to decline after the second half of the 1990s due to the changing fund structure and changing laws and priorities over time. In the 2000s, their effectiveness weakened considerably. The decline accelerated after 2010 and decreased to 1% in 2020. This article examines the process of changing the share of housing cooperatives in housing supply in Turkey and makes recommendations after the current situation.
