The
duty of protecting children is the duty of the state as well as the duty of the
family. In the legal system of the Republic of Turkey, there is a sufficient
level of legal regulation for the protection of the child, in line with the
texts that protect children's rights accepted in international law. Child
protective provisions in these regulations are fulfilled through central and
local administrations.
The
scope of the administration's obligation to protect the child is including the
child's full rights to survival, development, protection and participation. The
activities of the administration for the protection of the child are classified
as public service or law enforcement activities, depending on the subject. Disruptions
and deficiencies in the execution of public services of the administration and
the functioning of administrative law enforcement activities result in the administration’s
inability to properly protect the child.
