Social insurance is to protect the societies against the physological, economical and social risks with a series of public rules. The risks that modern social insurance deals with are almost all about health . The present social insurance systems came out at West Europe after the Industrial Revolution especially with the rise of proleteria. The Ottoman Empire couldn’t catch the Industrial Revolution so the social insurance systems were barely established with The Turkish Republic. In the period of Ottoman Empire the concept of social insurance which rise with the solidarity model: traditional, religious and occupational have become more contemporary and institutional after the foundation of the Republic especially The Second World War. The concept of “welfare state” becoming on agenda in this period begans to be practiced by steps taken especially in social insurance field. In this article the social insurance consept and its historical development in Turkey were evaluated in the light of history of medicine.
