The external evaluation described in this inception report was
requested by DRC to provide an externally assessed perspective on the results
and changes contributed by the programme. The main objective of the external
evaluation is to document and inform programme stakeholders (DRC, implementing
partners, donor, and programme participants on the relevance, coherence,
effectiveness, efficiency, sustainability, and impact of the programme interventions.
This evaluation will adhere firmly to the OECD/DAC Evaluation criteria[1],
tailored specifically for the humanitarian context in alignment with the ALNAP
principles[2].
Furthermore, this evaluation aims to provide
pragmatic recommendations, fostering an environment for continuous learning and
improvement. It plays an important role in cataloguing the knowledge and
experiences gained from this programme, then transferring these learnings into
the strategic planning and implementation of future DRC programmes, thus
strengthening their potential to achieve effective results.
The evaluation has the following specific objectives:

To appraise the performance against key evaluation criteria for
all activities executed by DRC and partners;
·
Appraise the BRIDGE III in terms of coordination, appropriateness,
complementarity, and coverage with the local capacities, market needs, network of
relevant actors, and authorities;
·
Evaluate the implementation concerning participation, information
sharing, and accountability to the affected populations.
·
Identify any lessons learned and best practices from the program
implemented by DRC and its partners.
·
Additionally, provide recommendations based on the findings for
DRC, its implementing partners, KfW, and relevant stakeholders.
·
Assess and identify any key internal and external factors that
have contributed to, affected, or impeded the achievements, and subsequently
evaluate how DRC and its partners have managed these factors.
·
The evaluator’s work will be based on six criteria: Relevance,
Effectiveness, Impact, Efficiency, Sustainability, and Coherence.
